Title

Consider a resolution approving the bid from Tejas Cutters, LLC., of Decatur, Texas, for the construction of the Mount Gilead and Roanoke Road Hike and Bike Trail Connection, for the Parks and Recreation Department; and authorizing the City Manager to execute all contract documents relating thereto on behalf of the City of Keller, Texas.

Body

Action Requested:

Consider a resolution approving the bid from Tejas Cutters, LLC., for the construction of the Mount Gilead and Roanoke Road Hike and Bike Trail Connection, in the amount of $566,969.22.

Background:

This will be a 10 foot wide, 1,850 foot long concrete Hike and Bike Trail connecting Woodborough Lane to Roanoke Road.

A design was developed by the engineering firm of Westwood and issued for competitive bidding. Fifteen bids were received on May 14, 2025 with Tejas Cutters, LLC., of Decatur, Texas, submitting the lowest bid meeting specifications. City staff, with the aid of Westwood, has reviewed the low bidder’s qualifications, bonding capacity and references.

Financial Impact:

Funding is included in the Parks Capital Improvement Project Fund with funding provided by the Keller Development Corporation Fund.

Citizen Input/Board Review:

The Parks and Recreation Advisory Board has recommended this trail as the next segment to design and construct. This trail connection will extend the existing trail along Mount Gilead to the east another 1,350 feet, then north an additional 500 feet. The Mount Gilead proposed segment has been on the Hike and Bike Master Trail Plan since the plans inception in the late 1990’s, and the Roanoke Road proposed segment has been on the Hike and Bike Master Trail Plan since 2000.
