Consider a resolution approving a construction contract with TexasBIT (Texas Materials Group) of Irving Texas; for the 2024 and 2025 Annual Street Maintenance Project for the Public Works Department; and authorizing the City Manager to execute all documents relating thereto on behalf of the City of Keller, Texas.
Action Requested:
Approve a construction contract with TexasBIT (Texas Materials Group) of Irving Texas; in the amount of $3,375,230.15 and authorizing the City Manager to execute all related documents on behalf of the City of Keller, Texas.
Background:
The City’s Capital Improvements Program (CIP) contains an annual project to rehabilitate residential streets. To support the funding of these projects and street maintenance in general, voters approved a ¼ of one percent sales tax, and a Street Improvement Fund was established to receive the funds generated by the sales tax.
This project contains five (4) asphalt streets included as a part of the base bid, plus one (1) street as an alternate, which were selected using the Pavement Condition Index from the 2021 Pavement Management Analysis Report. The asphalt street work includes removing and replacing the pavement and base failure repairs. Also included are replacements of water service lines from the water main to the water meters, fire hydrants and other water appurtenances, and culvert drainage pipes. This project is designed to address residential street repair conditions throughout the City.
On April 30, 2025, three (3) bids were received for the 2024 and 2025 Annual Street Maintenance Project. Staff, with the assistance of engineering firm Wade Trim, evaluated the bids and references and recommends TexasBIT (Texas Materials Group) of Irving, Texas be awarded the contract in the amount of $3,375,230.15 for the base bid + alternate 1 (Belinda Drive) with construction to be substantially complete within 300 calendar days.
Financial Impact:
Funding is included in the Street System and Water System Capital Improvements Project funds with funding provided by the Street Maintenance and Water/Wastewater Utility Funds. If unforeseen circumstances are encountered, which results in an overage of the project budget, further council action and a budget amendment may be required.
