Requested:                     

City Council consideration of an agreement with Brinkley Sargent Wiginton Architects, Inc. to conduct a needs assessment for the Keller Senior Activities Center in the amount of $51,700 and authorizing the City Manager to execute all contract documents related thereto.

 

Background:                     

The Keller Development Corporation’s FY2017 adopted budget included $70,000 to conduct a needs assessment for the Keller Senior Activities Center. The purpose intended is to evaluate the demands on the current facility as it relates to the programming desires of its members. Members of the Senior Center were requested to provide a list of specific needs which was presented to staff and the Parks and Recreation Board in recent weeks. A similar presentation was given to the City Council during work session at the February 7, 2017 meeting.

The firm of Brinkley Sargent Wiginton Architects was contacted to provide a professional services agreement because of their solid experience in developing Senior Centers and their familiarity with Keller’s current facility and site. The attached agreement defines their study approach and outlines all deliverables at the conclusion. The results will yield alternatives in terms of programming, space allocation projections, and cost. The study should be available in April 2017 for Council review for further direction to staff.

                                          

Budget Impact:                     

Funding in the amount of $70,000 was authorized by the Keller Development Corporation in FY2017.

 

Financial

Considerations:

The cost of the agreement will be paid from the KDC budget and transferred to the Parks CIP fund.

The content of the design is a result of numerous discussions with the Center’s users, the Parks and Recreation Board, and staff.

The proposed agreement has been reviewed by the City Attorney.
