Consider a resolution approving an Interlocal Agreement between the City of Fort Worth and the City of Keller, for the installation of a 48-inch diameter casing for the future Alta Vista Transmission Main, for the Public Works Department; and further authorizing the City Manager to execute said agreement on behalf of the City of Keller.

Requested:
Approve a resolution authorizing the City Manager to execute an Interlocal Agreement with the City of Fort Worth, Texas, for a 48-inch diameter casing to be constructed under Park Vista Boulevard for the future Alta Vista Transmission Main project.
Background:
In conjunction with the ongoing Alta Vista Transmission Main project, Keller requires a 48-inch diameter steel casing to be installed under the proposed Park Vista Boulevard which is currently beginning construction. Installation of a casing would allow the future Alta Vista water transmission main to be installed without boring or open cutting Park Vista Boulevard.
The City of Fort Worth has entered into an agreement with the Wal-Mart Real Estate Business Trust for the construction of Park Vista Boulevard from Keller Hicks Road to Ray White Road. Fort Worth is participating in the construction costs to increase the height of the bridge south of Golden Triangle Boulevard to provide adequate clearance under the bridge for future park trails. Keller has requested a 48-inch diameter steel casing to be installed with this roadway project.
On December 13, 2016, Fort Worth City Council authorized an Interlocal Agreement with Keller to obtain funding for the 48-inch diameter casing in the estimated amount of $163,700. The Interlocal Agreement requires Keller to provide said funds to Fort Worth to fund the installation of the casing.

Considerations:
The amount bid for the 48-inch diameter casing is $157,404 for 330 lineal feet which is based on a unit cost of $476.98 per lineal foot. Material Testing and Inspection fees are an additional $6,296 for a total estimated amount of $163,700. The cost to Keller will be based on the actual length of 48-inch diameter casing installed and the cost could exceed the estimated amount. The final cost to Keller for the casing will be adjusted for actual cost decreases or increases which is allowed by the Interlocal Agreement.
The installation of the casing is a construction expense for the Alta Vista Transmission Main, Public Works Project No. 600-CIP-1202. Funding is available in the Utility Impact Fee fund.
