Consider a resolution that delegates authority to the City Manager or his designee, and establishing the limits of that authority as allowed by Texas Government Code Chapter 2269, Subchapter F, to implement the Construction Manager-At-Risk Method for the Alta Vista Pump Station and the Competitive Sealed Proposals Method for the Alta Vista Transmission Main projects.
Action Requested:
Consider a resolution that delegates authority to the City Manager or his designee and establishes the limits of that authority as allowed by Texas Government Code Chapter 2269, Subchapter F to implement the Construction Manager-At-Risk Method for the Alta Vista Pump Station and the Competitive Sealed Proposals Method for the Alta Vista Transmission Main projects. (Project Nos. 600-CIP-1201 & 600-CIP-1202, respectively).
Background:
On June 6, 2017, City Council approved Resolution No. 3884 determining the Construction Manager-At-Risk Method as the best value for project delivery of the Alta Vista Pump Station and the Competitive Sealed Proposal Method as the best value for project delivery of the Alta Vista Transmission Main.
Texas Government Code Chapter 2269, Subchapter F allows City Council to delegate authority to the City Manager, or his designee, to implement the Construction Manager-At-Risk Method for the Alta Vista Pump Station and the Competitive Sealed Proposal Method for the Alta Vista Transmission Main. The proposed resolution delegates the authority needed to implement these alternative project delivery methods without further action of the City Council, except that execution of the final contracts for construction will require the subsequent approval of the City Council.
Legal Review:
The resolution for delegation of authority to implement the alternative project delivery methods for construction of the Alta Vista projects has been reviewed by the City Attorney.
