Consider a resolution authorizing the City Manager to execute an Interlocal Agreement with the City of Fort Worth, Texas, for participation in the City of Fort Worth Environmental Collection Center Household Hazardous Waste Program.

Body

Action Requested:

Approve a resolution authorizing the City Manager to execute an Interlocal Agreement with the City of Fort Worth, Texas, for participation in the Fort Worth Environmental Collection Center Household Hazardous Waste Program.

Background:

The City of Keller has participated in the Fort Worth Environmental Collection Center Household Hazardous Waste Program since 2000.  The Interlocal Agreement is effective from October 1, 2017 and has no end date with 45 day termination clause.  The rate for participation is $50.00 per participating household per visit.  The rate has increased from the current Agreement’s rate, which is $47.00 per participating household per visit.

Under said Agreement, the City of Fort Worth will provide at least one (1) mobile collection event in the City of Keller.  A second mobile collection event may be scheduled if warranted and the date is unreserved.  Residents of the City of Keller may also take their household hazardous waste to the City of Fort Worth Environmental Collection Center during their normal hours of operation.  The Environmental Collection Center is located at 6400 Bridge Street, in Fort Worth, Texas, and is open on Thursday through Saturday.

The contract only covers household hazardous waste.  Commercial hazardous waste will not be accepted.  During the previous Agreement, which was effective for one year, there were approximately 1000 participants, which includes both mobile waste collection events and drop offs at the collection center.

The City of Fort Worth will provide for the handling, collection, transportation, storage, disposal, treatment, recovery, and/or reuse of hazardous waste that is collected.

Budget Impact:

Funding is available in the Public Works Administration fiscal year 2018 proposed budget in the amount of $51,000.00 for the Household Hazardous Waste Program.

Financial Considerations:

Household Hazardous Waste Program increased 6.4 percent for fiscal year 2017-2018. Fiscal year 2016-2017 cost is $47.00 per household drop off. Fort Worth fiscal year 2017-2018 Interlocal Agreement rate is $50.00 per household drop off.

The resolution is contingent upon approval of the proposed Fiscal Year 2017-2018 Annual Budget.
