Title

Consider a resolution approving an agreement for professional services with Peloton Land Solutions, of Fort Worth, Texas, for the purpose of providing engineering services, relating to sanitary sewer improvements along US Highway 377, and authorizing the City Manager to execute all contract documents.

Body

Background:

To encourage economic development in north Keller along US Highway 377, the city has committed funds to participate in extending sanitary sewer.  Three separate tracts of land are being considered by developers along US Highway 377 between Johnson Road and Mt. Gilead Road.  In an effort to ensure the proposed sanitary sewer line can serve all tracts of land in this area as well as future extensions per the city’s Wastewater Master Plan, city staff worked with Peloton Land Solutions to develop a scope of services to develop a conceptual alignment and identify any necessary easement acquisitions.  Each developer can then use this information to develop final construction plans for their individual tracts.  Having one alignment to be used by multiple parties will eliminate future conflicts.

Budget Impact:

The use of the project funds from the Water-Wastewater fund is pending approval of the budget amendment on the September 19, 2017 City Council agenda.

Financial Considerations:

The FY 2016-17 budget reflected a budget of $1,200,000 for the project which was split evenly between debt and developer contribution.  However, no funds have been allocated to the project, therefore the budget is being treated as $0.  A proposed budget amendment is on the September 19, 2017 City Council agenda to provide $125,000 in Water-Wastewater funds for the project and would reset the budget to be only $125,000.  The remaining required funds for the project will be provided in later capital improvement budgets.
