Action Requested:

Consider approving a Keller Development Corporation (KDC) Matching Funds Program application with Ms. Eva Stack.

Background:

In 2014, the Keller Development Corporation created a Matching Funds Program to enable the city to leverage its capital funding to assist with the development of the Parks and Recreation System.

Ms. Eva Stack has submitted an application to partner on the purchase and installation of athletic court lights; Ms. Stack’s contribution would be $19,000 and the application requests $9,500 from the Keller Development Corporation.

Budget Impact:

The City of Keller, by utilizing an Interlocal Agreement with the City of Hurst (Resolution 2314 dated June 21, 2005) for cooperative purchasing of various goods, materials, equipment and supplies, is requesting the use of an approved citywide electrical installation and repair services contract through the City of Hurst.

The City of Hurst entered into a contract with Ed’s Electric Service of Richland Hills, Texas, for citywide electrical installation and repair services, which includes the installation of athletic court lighting. City Staff has reviewed the purchase documents and recommends the purchase and installation of four (4), 30’ tapered steel poles with two (2), 400 Watt metal-halide light fixtures on each pole for the total amount of $28,500, $9,500 of which would be funded by the KDC.

Financial Considerations:

Approval of this application is within the 2017 Matching Grant Program Capital Improvements Project budget.

Citizen Input/Board Review:

The Keller Development Corporation and Parks and Recreation Board considered this application at a joint meeting on Thursday, Oct. 26, 2017; both voted to recommend approval of the matching funds.

Legal Review:

None.

Alternatives:

City Council has the following alternatives:

-                     Approve as submitted

-                     Approve with changes
