Consider a resolution authorizing the use of the Competitive Sealed Bid method for the Wall Price Keller Road Reconstruction Project as the best value delivery method, other than competitive bidding and delegating authority to the City Manager or his designee and establishing the limits of that authority as allowed by the Texas Government Code Chapter 2269, Subchapter F, to implement the Competitive Sealed Bid method, for the City of Keller.
Action Requested:
Consider a resolution authorizing the use of the Competitive Sealed Bid method for the Wall Price Keller Road Reconstruction Project as the best value delivery method and delegating authority to the City Manager or his designee and establishing the limits of that authority as allowed by the Texas Government Code Chapter 2269, Subchapter F, to implement the Competitive Sealed Bid method.
Background:
Texas Government Code Chapter 2269 allows construction projects to be delivered in a method other than design-bid-build. However, the municipality must formally state what method provides the best value prior to advertising. Subchapter F allows City Council to delegate authority to the City Manager, or his designee, to implement the Competitive Sealed Bid method for the Wall Price Keller Road Reconstruction Project. The proposed resolution delegates the authority needed to implement this alternative delivery method without further action of the City Council, except that execution of the final contracts for construction will require the subsequent approval of the City Council.
Budget Impact:
Funding for the Wall Price Road Improvements project is available in the Street System Capital Improvement Project (CIP) Fund which was transferred from the General Fund.
Legal Review:
The City Attorney has reviewed and approved the proposed alternative delivery method.
