Title

Consider a resolution approving the purchase of one (1) replacement Compact Track Loader and one (1) new Compact Excavator through the BuyBoard Cooperative Purchasing Program, for the Public Works Department, and authorizing the City Manager to execute all purchase documents relating thereto on behalf of the City of Keller, Texas.

Body

Action Requested:

Consider a resolution approving the purchase of a replacement Compact Track Loader and a new Compact Excavator for use by the Public Works Street Maintenance and Drainage divisions through the BuyBoard Cooperative Purchasing Program.

Background:

The Fiscal Year 2018 Annual Budget for the Street Maintenance and Drainage Divisions of the Public Works Department provides funding for the replacement of an existing 2006 Bobcat T190 Compact Track Loader for the Street Division and for the purchase of a Bobcat E63 Compact Excavator for the Drainage Division. The existing Bobcat Compact Track Loader is twelve (12) years old and is at the end of its useful life. The Bobcat Compact Excavator is a new piece of equipment that will allow for the movement of earth and material in confined drainage channels that will not support larger machines. The total amount budgeted for this new and replacement equipment is $118,000.

Under the authority of Texas Interlocal Cooperation Act of 1971, the BuyBoard Cooperative Purchasing Program allows local governments to benefit from the economy of scale of large quantity purchases, resulting in lower per-unit cost for vehicles and equipment. The City of Keller’s Finance Department and the Public Works Department,   after reviewing statewide cooperative purchasing programs, have determined that the purchase from Bobcat of Fort Worth through the BuyBoard Cooperative Purchasing Program, in the amount of $115,423, provides the lowest price. The purchase cost of this equipment is $2,577 below the established budget.

Budget Impact:

Funding is available in the Fleet Replacement Fund in an amount not to exceed $118,000, for the purchase of one Compact Track Loader ($48,500) and one (1) Compact Excavator ($69,500). The funding is provided by the Public Works Street Maintenance and Drainage Division operating budgets

Financial Considerations:

The equipment purchases will be added to the Fleet Replacement Fund schedule and an annual replacement contribution will be included in future budget years.
