Action Requested:                                          

Consider a resolution approving a mural for Nikko Blu Designs, a 2,000 square-foot retail use, as per Article Eight, Section 8.09 - Sign Regulations of the Unified Development Code.

 

Background:

Nikko Blu Designs is a jewelry and accessories boutique that opened September 22, 2017 in the space formerly occupied by El Wine Chateau at the corner of Main Street and U. S. Hwy. 377. The applicant has hired Dallas artist Michael Shellis to create a mural for the south-facing exterior wall of the shop along Vine Street. The applicant is renting the space and has received permission from the property owner to move forward pending City Council approval. Recent updates to the Unified Development Sign Code stipulate that murals must be approved by City Council after a recommendation of the Public Arts Board.

 

The artist’s rendering of the proposed mural is included in the agenda packet. The artist and applicant intend for the color to go all the way up to the steer horns, and for a large geode to be affixed to the wall in the middle of the skull. Examples of the geode placement are also included in the agenda packet.

Board Review:

The applicant presented the proposed 15’x30’ mural design to the Public Arts Board at their regular meeting on November 8, 2017. The Board voted to recommend approval of the mural (5-1).
