Consider a resolution approving an agreement for professional services with Teague, Nall and Perking, Inc. for design and construction services for the Water System Capital Improvements Plan - Phase I, for water loss prevention projects.

 

Background:                     

In 2016, the City of Keller applied for and was awarded $12,180,000 in funding under the State Water Implementation Fund (SWIFT) program which is established to implement planned water projects through advantageous funding options such as: low-interest loans, extended repayment terms, repayment deferral, and incremental repurchase terms.  To obtain this funding, Keller agreed to provide an additional $1,000,000 resulting in a total available amount of $13,180,000 for this program. 

Following a selection process, which consisted of evaluating twelve Statements of Qualifications (SOQs) and five interviews, Teague, Nall & Perkins, Inc. (TNP) received the highest ranking based on the criteria published in a request for SOQs.   Since February, 2017, staff has been working with TNP to prepare the Water System Capital Improvements Plan which has identified approximately 15 miles of water mains requiring replacement to reduce water loss at a currently estimated cost of $20.4-million.   This plan defines projects that are combined into phases to match the City’s planned incremental funding bond issuances with the SWIFT award amount. 

Phase 1 includes approximately 21,000 lineal feet of water main replacements ranging in size from 8-inch to 12-inch diameter pipe.  A graphical depiction of the locations of the various projects are shown in the attached Phase 1 Location Map and includes water mains along:
   
    Project 2 - Mount Gilead Road (west)          Project 34 - Shady Lane
    Project 3 - Mount Gilead Road (east)           Project 35 - Keller Smithfield (south)
    Project 4 - Bourland Drive (north)                 Project 38 - Bandit Trail
    Project 20 - Johnson Road                           Project 40 - Water Services

Specific attention has been given to program these projects to align with upcoming roadway projects and/or to postpone work on recently improved roadways.  The design services for Phase 1 is scheduled to begin next month, whereas the design services for Phases 2 and 3 will be programmed once the construction for Phase 1 is underway.

This item is for consideration of a resolution approving an agreement for professional services with TNP for design and construction services for Phase 1 of the Water System Capital Improvements Plan for the not-to-exceed amount of $860,000.00.  The design and construction of the Phase 1 projects is expected to take approximately 26 months.

                                          

Budget Impact:                     

The project budget is $4,000,000.

Considerations:

The project is included in the FY 2017-18 Water-Wastewater System Capital Improvement Project Fund with funding provided from the 2016 SWIFT bonds.
