Consider a resolution approving an agreement for professional services with Kimley-Horn of Fort Worth, Texas, for the purpose of providing design and engineering services for the Old Town Keller Phase II Project; and authorizing the City Manager to execute all contract documents relating thereto on behalf of the City of Keller, Texas.

Background:                     

The main construction components for Old Town Keller Phase I were completed in June, 2017.  The promenade created has increased pedestrian traffic in the area west of Main Street (US Hwy 377), hosted the first Art Walk festival in October, led to over 2.3 million dollars in private investment in the area as of July, 2017, and has received recognition from both the Texas Chapter of the American Planning Association and the Texas Economic Development Council. 

Council has budgeted for similar design improvements for Phase II, the area east of S. Main Street (US Hwy 377)  and south of Keller Parkway (FM 1709). This phase is geographically larger than Phase I and will be more complex than Phase I. There are more street frontages to address, connectivity challenges, and a diverse mix of existing uses and structures. A major component of Phase II will be increasing pedestrian connectivity across S. Main Street (US Hwy 377). Other anticipated improvements are landscape design, parking, sidewalks, wayfinding, traffic calming, lighting, reduction of utility intrusions, and improvements to paving and underground utilities.  

A kick-off meeting was originally held on March 30, 2016 with local business and property owners, though no further action was taken at that time.  All in attendance at the 2016 meeting were pleased and eager to see public improvements in this area of Old Town Keller.  As it has been a considerable about of time, reaching out to local property owners and citizen engagement is a major component of the proposed scope of work for this project. 

                                          

Budget Impact:                     

The project budget is $149,560. 

 

Financial Considerations:

The FY 2017-2018 budget included $150,000 from the General Fund for this project.  The proposed project is within this budget.

This agreement was reviewed by the City Attorney.
