Action Requested:                     

Consider a resolution authorizing the City Manager to execute an agreement between the City of Keller and North Texas Contracting for the Mt. Gilead Road Shared Use Path project in the amount of $533,734.00

 

 

Background:                     

In 2015 the City of Keller was selected to receive a Local Project Advanced Funding Agreement (LPAFA), or grant, through the Texas Department of Transportation (TxDot) for a shared use trail project. The 3,084’, 10’ wide trail section runs along the north side of Mt. Gilead Road from Bourland Road to Woodborough Lane and includes ADA accessible ramps, a pedestrian bridge, striping, signage and crosswalks. The total amount awarded to the City was $601,324. A maximum of eighty percent ($481,059) is to be funded through TxDot with twenty percent ($120,265) paid by the City. The City selected Neel-Schaffer Engineering Company in 2016 for the design and TxDot administration of the project. Following a lengthy TxDot process the plans were approved in September 2017 and a Request For Proposals (RFP) was issued and advertised by the City for construction. Six bids were received and the lowest bidder meeting specifications was North Texas Contracting in the amount of $549,504.

However, after awarding the bid, the City was notified that our newspaper of record had failed to run the advertisements on the selected date. The rejection for the original bid was approved by City Council on December 19, 2017. TxDot approved the rebidding of the project and the ads ran successfully.

The bid opening for the rebids occurred on January 18, 2018. Eight bids were received and the lowest bidder meeting specifications was North Texas Contracting in the amount of $533,734, which resulted in an additional $15,770 in savings to the City’s match.
 
                                          

Budget Impact:                     

Due to construction industry increases over the two year process imposed by stringent TxDot regulations the total project has increased from $601,324 to $644,154, or $42,830. The TxDot agreement states that any increase shall be the responsibility of the Local Government.  The FY 2016 Trail System Expansion Project funds will be used for the City funding.  A budget amendment will be provided at a later date to appropriate the related expenditure and revenue increases.
