Consider a resolution rejecting the proposals for the construction of the Wall Price Keller Road Reconstruction Project and authorizing the City Manager to re-advertise the project on behalf of the City of Keller, Texas.
Action Requested:
Reject the proposals for the Wall Price Keller Road Reconstruction Project received on January 31, 2018 and authorize the City Manager to re-advertise the project.
Background:
At the November 7, 2017 City Council meeting, Council approved the competitive sealed proposal as the best value delivery method for the Wall Price Keller Road Reconstruction Project. On January 31, 2018, city staff received four (4) proposals for the project. After reviewing the responses received, staff discovered there were inconsistencies in the advertisement and instructions. In fact, one contractor contacted the city to express concerns about the process. In retrospect, it is unclear if the concern was rooted in the Competive Sealed Proposal process or the ambiguity of the advertisement and instructions. These inconsistencies and questions could be significant enough to potentially affect the number and validity of the proposals. As a result, staff believes the prudent action is to re-advertise with cleaned up documents.
