Background:                     

The City of Keller’s proposed $1,172,066 project for the construction of a ten-foot (10’) concrete trail along the east side of Whitley Road and north side of Rapp Road was approved as part of the 2017 Transportation Alternatives Set-Aside Program (TASA) call for projects. 
(see project location map at the end of Exhibit “A”).

The project scope is a 4,200 linear-foot section of ten-foot (10’) wide concrete trail that will be constructed along the east side of Whitley Road from Edenderry Drive to Rapp Road and along the north side of Rapp Road from Whitley Road to Willis Lane.  This trail will link the subdivision of Flanigan Hill to the existing sidewalks along Willis Lane.  This would allow pedestrian access to Willis Lane Elementary.

The Transportation Alternatives Set-Aside Program (TASA) is coordinated and administered in the State of Texas by the Texas Department of Transportation (TxDOT).  As part of the requirements for utilizing the federal funds in the TASA, the City has to enter into an Advance Funding Agreement (AFA) with TxDOT.  The AFA outlines each party’s responsibilities in the project, including costs.  The total project estimated cost is $1,172,066 with the federal project share being $775,039, the state project share being $55,171, and the local government share for construction being estimated at $193,760, which is a 20% minimum, and $148,096 for design and engineering (a total of $341,856) Any cost overruns are 100% the responsibility of the local government.

The City Council approved the application to the North Central Texas Council of Governments (NCTCOG) for this project on March 21, 2017.

 

Budget Impact:                     

The 2017 Trail System Expansion project funds in the Parks Capital Improvement fund of $193,760 will be used for the City’s share of construction.  KDC provided the project funding thru an interfund transfer in FY 2016-17.
