Consider a resolution rejecting the proposals for Third-Party Plan Review Services for annual commercial plan reviews, and authorizing the City Manager to re-advertise the services on behalf of the City of Keller, Texas.
Action
Requested:
Reject the proposals for annual Third-Party Plan Review Services received on March 12, 2018 and authorize the City Manager to re-advertise the services.
Background:
In the effort to best provide for the efficient delivery of services, the City annually contracts with a qualified third-party contractor for commercial construction and building plan reviews. The City has used third-party plan review services in some form for approximately fifteen years.
On Monday, March 12, 2018, city staff received two (2) RFP’s for these services. After reviewing the responses received, staff discovered through additional research that there had been disciplinary action which had impacted the lowest bidder’s ability to perform as noted in the Minimum Information section of the RFP for another municipality. This disciplinary action forces the City to reject the lowest proposal.
In addition, in an effort to provide for best value, staff recommends receiving three (3) proposals from qualified professional contractors. Re-advertising for these services allows for additional proposals and reviews from qualified professional contractors.
