Consider a resolution approving an agreement for mutual aid in fire protection and emergency medical services with local governments of Tarrant County, Texas and authorizing the City Manager to execute said agreement on behalf of the City of Keller, Texas.

Background:                     

The city has participated in a stand-alone agreement for mutual aid in fire protection and emergency medical services with other local governments within Tarrant County since City Council approval on November 21, 2000 through Resolution No. 1535. An update to the agreement was approved by Resolution No. 2014 on August 5, 2003, but was never fully ratified by Tarrant County. The Staff Attachment lists the current participating local governments.

This proposed agreement provides necessary housekeeping to clarify language needed to address disaster reimbursement requirements by the State of Texas and the Federal Emergency Management Agency (FEMA). The new agreement will replace the existing agreement in its entirety; however, individual mutual aid or automatic aid agreements between the city and other cities, if applicable, will not be affected.

Financial Considerations:

It is in the best interest of all communities to engage in mutual aid agreements with other jurisdictions, especially those with shared borders and within the same county, to ensure that adequate response levels for local emergencies and disaster responses are maintained in accordance with industry best practices while ensuring fiscal responsibility.

Legal Review:                       

The City Attorney has reviewed and approved the agreement. It has also gone through legal review with Tarrant County. In addition, it will receive a legal review with each of the participating cities.
