Background:                     

The current building security and access control system for the majority of City buildings was installed in 2002, when Town Hall was built. The hardware that controls access to these buildings is proprietary and only works with one vendor’s software. That vendor’s software is severely limited and has not been upgraded in many years. Also, the card technology that is currently being used is based on an old, insecure technology.

If approved, the following buildings will have all door controllers replaced with modern, non-proprietary door controllers:

Town Hall - 25 doors
Municipal Service Center - 21 doors, 2 gates
The Keller Pointe - 3 doors
Fire Station 1 - 2 doors
Fire Station 2 - 2 doors
Fire Station 3 - 2 doors

In addition to new hardware, the software that controls the building security will also be replaced. This software allows for much easier and more powerful management. It is also fully integrated with the City’s video security system. Five years of software maintenance is included with the initial purchase.

In addition to replacing all current hardware, six new doors will be added to the security and access control system.  One door will be added at the MSC, one at Town Hall, two at Fire Station 2, and two at Fire Station 3.
                                          

Budget Impact:                     

Funding for this project is available within Information Technology Fund and was budgeted in the 2017-18 fiscal year budget. The total cost for design, configuration, and installation is $126,971.

 

Financial Considerations:

Ongoing maintenance will be paid on an as-needed basis. With an entirely new system, very little hardware maintenance is anticipated. Five years of software maintenance is included with the initial purchase.
