Action Requested:
Consider a resolution of the City Council of the City of Keller, Texas, approving a proposal and arrangement of an agreement for Third-Party Plan Review Services for the Community Development Department with Code Solutions, Inc., of Keller, Texas, relating to third-party commercial and residential building construction plan reviews; and authorizing the city manager to execute said agreement on behalf of the City of Keller, Texas.
Background:
In the effort to best provide for the efficient delivery of services, the City annually contracts with a qualified third-party contractor for commercial construction and building plan reviews. The City has used third-party plan review services in some form for approximately fifteen years. New to this proposal process, the option for assistance with residential plan reviews has been added on an as needed basis.
On Tuesday, May 15, 2018, proposals were opened with the qualifying proposals being from Code Solutions of Keller, Texas and Countywide Inspection Services, of Graham, Texas.
Based on calculations using fiscal year 2017 commercial building permit fees and construction valuation as the common factor (see attached Bid Tab), the lowest most responsive overall proposal was from Code Solutions, Inc., of Keller, Texas. The City does not currently contract services for residential plan reviews, but anticipates working with the contractor on an as needed basis.
Financial Impact:
Third-Party Plan Review Services are funded through the Community Development Department’s Building and Construction Services Division Fiscal Year 2017-18 Annual Operating Budget.
