Action Requested:                     

Consider a resolution approving the competitive sealed proposal in the amount of $1,089,521.80 from Ragle, Inc. for the Wall Price Keller Road Improvements project.

Background:                     

At the November 7, 2017 City Council meeting, a resolution was approved authorizing the use of the competitive sealed proposal method of project delivery for this project.  At the February 20, 2018 City Council meeting, a resolution was approved rejecting all the proposals received due to inconsistencies and ambiguities in the project advertisement and instructions to bidders.  It was determined this could have affected the number and validity of the proposals received.  Staff cleaned up the advertisement and instructions to bidders and re-advertised the project.  On May 1, 2018 two (2) proposals were received.  A proposal scoring summary is attached showing the proposal amounts.  The project includes additional turn lanes and larger radii at the Whitley Road and US 377 intersections, traffic signal modifications and a new water line.  City staff has reviewed the proposals, qualifications and references and recommends Ragle, Inc. of Bedford, Texas be awarded the contract in the amount of $1,089,521.80 with construction to be completed within one hundred fifty (150) calendar days.

Financial Impact:                     

The project is included in the Street System Capital Improvement Program Fund with funding provided by the General Fund and Street Maintenance Sales Tax Fund.
