Consider a resolution approving the bid for the 2018 Annual Street Maintenance Project from SPI Asphalt, LLC, of Fort Worth, Texas, for the Public Works Department; and authorizing the City Manager to execute all contract documents relating thereto on behalf of the City of Keller, Texas.
Action Requested:
Consider a resolution approving the bid from SPI Asphalt, LLC, in the amount of $1,362,822.95 for the 2018 Annual Street Maintenance Project.
Background:
The City’s Capital Improvements Program (CIP) contains an annual project to rehabilitate residential streets. To support the funding of these projects and street maintenance in general, voters approved a ¼ of one percent sales and use tax, and a Street and Sidewalk Improvements Fund was established to receive the funds generated by the sales tax.
This project contains seventeen (17) asphalt streets and nineteen (19) concrete streets, which were selected using the Pavement Condition Index from the 2017 Pavement Management Analysis Report. The asphalt street work includes removing and replacing the pavement and base failure repairs. The concrete street work includes removing and replacing specific pavement sections that have failed and joint cleaning and re-sealing. Also included are water service line replacements from the water main to the water meters, wheelchair ramp replacements and some drive approach and curb and gutter replacement.
Three (3) qualifying sealed bids were received on June 27, 2018. A bid summary is attached showing the bid amounts. City staff, with the aid of an engineering consultant, has reviewed the low bidder’s qualifications, bonding capacity and references and recommends SPI Asphalt, LLC, of Fort Worth, Texas be awarded the bid in the amount of $1,362,822.95 for the base bid plus ten (10) additive alternate bid items with construction to be completed within one hundred eighty (180) calendar days.
Financial Impact:
The project is included in the Street System Capital Improvement Program Fund with funding provided by the Street and Sidewalk Improvements Fund.
