Action Requested:                     

Consider an ordinance re-appointing Sara Jane del Carmen, as Municipal Court Judge for the Municipal Court of Record for the City of Keller, Texas, for a term of two (2) years, effective October 1, 2018.

 

 

Background:                     

The City of Keller Code of Ordinances, Chapter 2, Article XIV, Section 2-1420, states that the Judge of the Municipal Court of Record shall be appointed by the governing body of the City for a term of two (2) years.

The 82nd Legislature of the State of Texas passed House Bill 984 and was signed into law on May 19, 2011, an act relating to agreements between neighboring municipalities regarding jurisdiction of cases in municipal courts.  This act allowed for the creation of the Regional Municipal Court.  This Regional Court is the first of its kind in Texas.

A Judge Selection Committee consists of the Mayor and two (2) Council Members from the City of Colleyville, Keller Mayor Pat McGrail, and Keller Council Member Ed Speakmon.

Sara Jane del Carmen has served as the Municipal Court Judge for four years beginning October 1, 2014; her current term expires September 30, 2018.

The City of Colleyville is also considering the re-appointment of Sara Jane del Carmen at their July 17, 2018 Council meeting.

 

Financial Impact:

The attached agreement specifies an annual salary of $135,000 which is to be split between the Cities of Colleyville and Keller.  Therefore, Keller’s share will be $77,085 for FY 2018-19.
