Consider a resolution approving an Agreement with Freese and Nichols, Inc., of Fort Worth, Texas, to provide Professional Services relating Phase I of the Utility Master Plan Updates and System Assessments Project, for the Public Works Department; and authorizing the City Manager to execute all contract documents relating thereto on behalf of the City of Keller. Texas.
Action Requested:
Consider a resolution approving a Professional Services Agreement with Freese and Nichols, Inc. in the amount of $400,000 for Phase I of the Utility Master Plan Updates and System Assessments Project.
Background:
The “Water Distribution System Master Plan” and the “Wastewater System Master Plan” were last updated in May 2006 and September 2010, respectively, and should be updated about every 5 years. Additionally, a condition assessment of the water distribution system has never been done and the last wastewater collection system evaluation study was done in 1991. The Utility Master Plan Updates and System Assessments Project (Project) is a multi-year comprehensive effort.
The work to be performed under Phase I of the Project includes three major components, as follows:
1. Water Master Plan Update Capacity Analysis - Deliverables include a Water Capital Improvement Plan and a Water Master Plan Update Report.
2. Wastewater Flow Monitoring and Infiltration & Inflow (I/I) Prioritization - Deliverables include an I/I ranking of wastewater sub-basins and a Wastewater Flow Monitoring Summary Report.
3. Wastewater Master Plan Update Capacity Analysis and Pipeline Risk Based Condition Assessment - Deliverables include an updated and calibrated wastewater computer model, a decision support tool for sewer pipeline rehabilitation, a Wastewater Capital Improvement Plan and a Wastewater Master Plan Update Report.
The work required to complete Phase I of the Project is estimated to take 16 months.
Financial Impact:
The cost of the Agreement for Professional Services is $400,000. The project is included in the Water/Wastewater System Capital Improvement Program Fund with funding provided by the Water/Wastewater Fund.
