Action Requested:                     

Consider a resolution approving a professional services contract with Dannenbaum Engineering Company for the 2018 Sanitary Sewer Replacement Project in the amount of $145,528.00.

 

Background:                     

The Unites States Environmental Protection Agency (USEPA) and the Texas Commission on Environmental Quality (TCEQ) regulate the installation and maintenance of sanitary sewer collection systems and provide guidelines.  City Staff is actively working on a preventative maintenance program to minimize overflows and the replacement of high maintenance sewer mains is an important part of the program.  The City’s Capital Improvements Program (CIP) contains an annual project to replace high maintenance sewer mains.  Each year, existing sewer lines are identified for inclusion in a project based on their maintenance history.  Replacement methods are varied depending upon existing conditions and the selected consultant will determine the most cost effective solution for each location.

 

In April, city staff received 29 statements of qualifications from engineering firms for wastewater infrastructure design in response to the city’s general Request for Qualifications (RFQ).  After extensive review of each statement, city staff determined that Dannenbaum was the most qualified.  Staff negotiated a proposal for design and construction services that reflects extensive additional engineering and surveying based on absence of easements and crossing of streets.

 

Financial Impact:

The project is included in the Water/Wastewater System Capital Improvement Program Fund with funding provided by the Water/Wastewater Fund.
