Consider a resolution approving the bid from Cole Construction, Inc., of Fort Worth, Texas, for improvements to Milestone Park, for the Parks and Recreation Department, and authorizing the City Manager to execute all documents relating thereto, on behalf of the City of Keller.

Action Requested:                     

Consider a resolution authorizing the City Manager to execute an agreement between the City of Keller and Cole Construction, Inc. for improvements to Milestone Park in the amount of $656,230.

 

Background:                     

Milestone Park is designated as approximately 12 acres of undeveloped park land located at the Northwest corner of Davis Blvd. and Lyndhurst Way. To provide additional space for passive play and recreational opportunities for the citizens of Keller, staff was directed to coordinate a design development study with options and amenities for final construction consideration.

A design was developed by the landscape architectural firm of Dunkin Sims Stoffels, Inc., approved by the Parks and Recreation Board, and issued for competitive bidding in early July, 2018. Improvements to be made include the addition of a 30-car off-street parking lot, a concrete walking trail with bollard lighting from Lyndhurst Way to a future city trail linkage point at the northwest corner of the property, removing two abandoned driveway surfaces, reworking (infilling) the turf in the open and play areas, creating a wildflower buffer along Bear Creek, installing a permanent irrigation system for ornamental trees, and reworking the deteriorating concrete stream crossing. Nine bids were received on July 18, 2018 with Cole Construction, Inc. of Fort Worth, Texas submitting the lowest bid meeting specifications including all additional alternates. Both the park rendering and bid summary are attached for review.

 

Financial Impact:

The project was budgeted and approved by the Keller Development Corporation in the amount of $710,000 and is currently on the CIP list of projects for 2018.

 

Citizen Input/Board Review:                     

Multiple designs were presented to the adjoining neighborhood with the version provided herein unanimously approved by both the neighborhood representatives and the Parks and Recreation Board. 

 

Legal Review:                       

Standard bid specifications and contract format was reviewed and approved by the City Attorney.
