Consider a resolution authorizing the City Manager to execute an Interlocal Agreement with Keller Independent School District, for the funding of two full-time School Resource Officers and one less than full-time School Resource Officer, for the Keller Police Department.

Background:                     

The City of Keller and Keller Independent School District have had an agreement for funding of School Resource Officers since 1993.  The agreement was suspended in 2010 when the school district made cuts to their budget to meet district goals and was reinstated for the 2012/2013 school year. Currently, two full-time School Resource Officers serve at the Keller High and Keller Center for Advanced Learning campuses. Beginning with the 2018/2019 school year, KISD has elected to add a third School Resource Officer which will be less than full-time to serve the middle schools in the city.

 

Financial Impact:                     

There is zero budget impact as this agreement will fully fund the addition of a third (less than full-time) sworn position.  The Keller Independent School District will be contributing $223,281.00 for the staffing of one School Resource Officer at Keller High School, a second School Resource Officer at the Keller Center for Advanced Learning, and the third less than full-time mobile School Resource Officer.


It is in the best interest of the community to engage in this Interlocal Agreement with the Keller Independent School District to further the policing philosophy and strategy in our community while working with the high school campuses to ensure an optimum learning environment for students.
