Consider a resolution authorizing the City Manager to execute an Interlocal Agreement between the Cities of Keller, Southlake, Grapevine and Colleyville, Texas, for participation in the Metroport Teen Court Program, effective October 1, 2018.

Background:                     

In 2010, the City of Keller entered into an Interlocal Agreement to join the Metroport Teen Court Program, which allows juvenile offenders convicted of misdemeanor crimes to elect to fulfill their obligations through community service and participation in the judicial process. Teen Court is an alternative to burdening parents with the expenses associated with a citation.  The program encourages parental involvement and communication, and many teens remain in the program as volunteers after their service requirements have been completed. The Metroport Teen Court is staffed by the City of Southlake, and the program is conducted at the Southlake Department of Public Safety Headquarters building.  A Teen Court Advisory Board consisting of one (1) council member and two (2) at large members from each community assists the Court in matters relating to policy and procedures. The Municipal Judges from each community set the structure of the proceedings and corresponding sentencing.

The proposed Interlocal Agreement is for a period of twelve (12) months, beginning October 1, 2018.  It shall automatically extend monthly unless a new agreement is adopted for the ensuing year.  Any party may terminate its participation in the agreement, without recourse or liability, upon thirty (30) days’ written notice.  The Interlocal Agreement will also be presented to the City Councils from the Cities of Southlake, Grapevine and Colleyville for their consideration.

 

Financial Impact:                     

Each participating city is required to pay a service fee in the amount of $36,000 to the City of Southlake.  Funding is available in the Fiscal Year 2018-19 General Fund budget. The FY 2018-19 service fee is a $750 decrease from the previous year.
