Action Requested:

Consider a resolution approving a professional services contract with Pape Dawson Engineers, Inc. for the design of the US 377 12” Water Lines Project in the amount of $116,695.00.

Background:

The 2018-19 Capital Improvements Program (CIP) includes this project to upgrade the overall water distribution system by increasing capacity and looping the western portion of the upper pressure plane.  The Public Works Department further verified the need for this project with the recently completed water system modeling update.

In April, city staff received 20 statements of qualifications (SOQ) from engineering firms for water infrastructure design in response to the city’s general Request for Qualifications (RFQ).  After extensive review of each SOQ, city staff determined that Pape Dawson Engineers, Inc. was the most qualified.  Staff then negotiated a proposal for design and construction services. The $116,695 for project design represents 13% of the estimated total cost of construction of $900,000 with a scheduled completion date of May 2019.

Financial Impact:

The project is included in the Water/Wastewater System Capital Improvement Program Fund with funding provided by Certificates of Obligation to be issued during the fiscal year.
