Consider a resolution approving the purchase of a Spartan ERV Pumper Fire Apparatus through the Houston-Galveston Area Council of Governments (HGAC) Cooperative Purchasing Program; and authorizing the City Manager to execute all purchase documents relating thereto on behalf of the City of Keller, Texas.

Background:                     

This vehicle is a replacement for Quint 583 which is a 2008 Pierce 75’ Quint and scheduled for replacement as part of the fire department’s Vehicle Replacement Program. If this purchase is approved, the 2008 Pierce unit will be moved to active reserve status.

The fire department’s fire apparatus replacement program is based upon an estimated twenty (20) years of useful life with ten (10) years frontline service and ten (10) years of active reserve service before being removed from the fleet. A 2000 Pierce Quint, the oldest fire apparatus in the fire department’s fleet, will be removed from service and sold in auction.
                     
In 2013, the department began the change from an all-quint concept where all apparatus have an aerial ladder, to the use of a Spartan ERV Pumper fire apparatus serving the north portion of the City of Keller where units historically encounter properties offset from the road with long driveways and tree coverage preventing aerial apparatus from gaining close access. The department determined that a Pumper fire apparatus would better meet these needs of the northern portions of the community.

Since that time, an analysis of the use of aerial apparatus in town as well as a change in the requirements to maintain or improve our rating with the Insurance Service Office (ISO) has the department poised to maintain a Pumper fire apparatus at fire stations 2 and 3 with an aerial Ladder fire apparatus at fire station 1.

The purchasing of this fire apparatus through the Houston Galveston Area Council of Governments (H-GAC) Cooperative Purchasing Program allows the City to ensure it receives a high quality fire suppression vehicle at the best available cost. 

 

Financial Impact:

This purchase is being made as a one-time purchase with monies provided from the City’s fleet replacement fund. The cost for the Spartan ERV Pumper fire apparatus is $680,000 as budgeted for and approved as part of the Fiscal Year 2018-19 budget.
