Background:                     

The Alta Vista Transmission Main is a sister project to the Alta Vista Pump Station replacement project which is scheduled to begin construction in November.  Both were recommended in the 2006 Water Distribution Master Plan Update to meet Keller’s build-out water demands which requires a pumping capacity increase at the Alta Vista Pump Station from 8 to18 million gallons per day.  A condition assessment of the 40-year old pump station performed in October 2016 determined the existing electrical equipment is unreliable which elevated the priority for construction of both projects which are included the 2018 Capital Improvement Plan.

On June 6, 2017 City Council approved Resolution No. 3884, which provided authorization of the competitive sealed proposal method as the best value project delivery method for the Alta Vista Transmission Main Project.  The project consists of 12,230 lineal feet of 30-inch diameter water main, connections to the existing water system and associated asphalt and concrete pavement repair.  A Location Map of the project’s alignment is attached.

On September 18, 2018 six (6) competitive sealed proposals were received. After reviewing each proposal, staff recommends North Texas Contracting, Inc. of Keller, Texas, be awarded the contract in the amount of $6,598,395.00.  A summary of the proposal evaluations is attached.  Construction is to be substantially complete within two hundred fifty (250) calendar days from notice-to-proceed. 

 

Financial Impact:

The project is included in the Water/Wastewater System Capital Improvement Program Fund with funding provided by the Water Impact Fees Fund and the 2017 Certificates of Obligations.
