Action Requested:               

City Council consideration of a resolution approving the purchase of Mobile Digital Video recording systems, Body Worn Cameras, server, software, and support equipment through the Texas DIR Contract.

 

Background:               

The replacement schedule for the Mobile Digital Video recorders is five (5) years before they are no longer supported by the manufacturer and retired. The purchase this year will replace the Mobile Digital Video platform currently deployed with a system that meets the digital media evidence requirements set forth by the State of Texas.    The Watchguard Mobile Digital Video purchase this year includes the purchase of the individual units for patrol and traffic vehicles, Body Worn Cameras for police, detention, and animal service officers, and supporting infrastructure to transition the organization from the L-3 recording platform to the Watchguard platform. The Mobile Digital Video recorders will be purchased from Watchguard through the Texas DIR Contract. This cooperative purchasing program has been determined to be the lowest and most responsible purchasing method. 

 

The replacement of Mobile Digital Video and addition of Body Worn Camera recording equipment is crucial to our mission. Mobile and Body Worn Video provides critical pieces of evidence for the prosecution of crimes, plays a key role in complying with Racial Profiling law requirements, and is utilized for continued growth and development of team members. 

                                      

Financial Impact:         

An amount of $325,000.00 is currently budgeted within the Keller Crime Control and Prevention District Fund for the replacement of Mobile Digital Video system, and purchase of Body Worn Cameras along with the associated supporting infrastructure. The total cost of the replacement Mobile Digital Video recording systems, Body Worn Cameras, and supporting infrastructure is $315,000.00.

 

The purchase of the Mobile Digital Video recording equipment for the Police Department is funded in the Keller Crime Control and Prevention District Budget, which is supported by a portion of sales tax dedicated to the replacement of police vehicles, capital enhancements/improvements, technology, and equipment needs.

Approved by the Board of Directors of the Keller Crime Control and Prevention District as part of the budget process for Fiscal Year 2018-19.
