Action Requested:                     

Consider a resolution approving a professional services agreement with Teague Nall and Perkins, of Fort Worth, Texas, to provide engineering services relating to the reconstruction of Johnson Road from Hallelujah Trail to Rhonda Road, in the amount of $714,100.00.

 

Background:                     

As part of the FY 2018-19 Adopted Budget, several projects were identified over the next three years in the vicinity of Johnson Road and Keller Smithfield intersection that require design and construction coordination.  Each project has the potential to significantly impact the daily travel of area residents.  These projects include:

                     Johnson Road/Keller-Smithfield roundabout,
                     Johnson Road reconstruction from Hallelujah Trail to Keller-Smithfield Road,
                     Johnson Road reconstruction from Keller-Smithfield Road to Rhonda Road;
                     Stormwater improvements along Johnson Road west of Keller-Smithfield Road,
                     Stormwater improvements along Johnson Road east of Keller-Smithfield Road,
                     Hike/bike trail on Johnson Road from Rufe Snow Drive to Keller Smithfield Road,
                     Hike/bike trail on Keller-Smithfield north of Johnson Road,
                     Sidewalk improvements on Johnson Road from Rufe Snow to Rhonda Road, and
                     SWIFT Water line replacements along Johnson Road

Staff proposes to combine the design and to simultaneously bid the construction of these projects so that coordination is with a singular design group rather than city staff attempting to externally coordinate potentially up to seven or eight different design contracts. Additionally, staff proposes that the construction of these projects be combined into one construction effort so that the construction coordination can be managed by one contractor rather than city staff attempting to schedule and coordinate the activities of several contactors in the same area at the same time.

While the design of both the roundabout at Johnson Road and Keller Smithfield and the design for area water line replacements (as part of the SWIFT loan project) is substantially complete, these two projects will be appropriately modified to compliment and connect to the larger Johnson Road reconstruction effort. The remaining projects have yet to begin the design phase and will be addressed through this consolidated project effort.

The contract under consideration includes two public meetings, surveys, right of way acquisition, design, bid, construction management, and construction inspection services.  Once the contract is approved, it is expected to take 15 months to have the plans ready for bid.

The expected benefits from this approach is a reduction in the engineering costs (estimated to be ~15%), avoidance of sunk transitional costs, staff oversight costs, and a reduction of construction time.  While some of these cannot be specifically quantified, these combined efforts are expected to result in reduced project costs and citizen disruption.

 

Financial Impact:

The agreement for professional services will be funded from the Street System Capital Improvement Program fund with funding from the General Fund, Street and Sidewalk Maintenance Fund, and Roadway Impact Fee Fund.  A future budget amendment will be required to consolidate the various project budgets and transfer other funding sources to the Johnson Road project.
