Action Requested:                     

Consider a resolution approving an agreement for Artist Services and Original Artwork with Brad Oldham Sculpture of Dallas, Texas, relating to the City of Keller Regional Animal Services Sculpture in an amount not to exceed $40,000.

 

Background:                     

The Keller Public Arts Master Plan, updated in 2016, listed the installation of an animal-themed sculpture for the Keller Police/Jail/Regional Animal services facility as one of the Keller Public Arts Program’s short term project goals. In 2018 the Public Arts Board directed staff to coordinate a limited competition for the selection of the artist for the project, according to the guidelines set forth in the Keller Public Arts Policy (also updated in 2016).

The Board invited four (4) artists to submit proposals for the design and installation of an outdoor sculpture with the vision that the selected artwork should not only enhance the aesthetics of the public space but also support and call attention from pedestrian and vehicular traffic to the animal adoption services offered within the facility by the Humane Society of North Texas.

All four invited artists submitted proposals, which were reviewed by the Board in November 2018. The selected artist is a Keller High School graduate and former resident, and comes with an extensive resume of site-specific sculptures for both private and public-sector clients.

The sculpture will be a dog, from sixty inches (60”) to eighty-four inches (84”) tall and finished in 316 polished stainless steel. Following City Council approval of the Agreement for Artist Services and Original Artwork, staff will work with a contractor for the design and construction of a sculpture pad, landscaping and lighting.

 

Financial Impact:

The total cost of the sculpture is $40,000 and includes a small-scale model (maquette). Funding is available in the Public Arts Development Fee Fund. The Public Arts Fee was adopted by City Council as part of the FY 2015-16 budget process and applies a .25% fee to the construction value of applicable projects for the purpose of purchase and administration of artwork.

 

Citizen Input/Board Review:                     

The Public Arts Board voted unanimously to recommend approval of the proposal from Brad Oldham Sculpture at their November 14, 2018 meeting. 

 

Legal Review:                       

The city attorney has reviewed the proposed agreement.
