Action Requested:

Consider a resolution approving an Agreement for Professional Services with Freese and Nichols, Inc., relating to Phase II of the Utility Master Plan Updates and System Assessments Project, in the amount of $245,000.

 

Background:                     

The Utility Master Plan Updates and System Assessments Project is a multi-year comprehensive effort wherein Phase II is programmed in the approved Capital Improvement Plan for FY 2018-19.  On August 7, 2018, City Council approved an Agreement for Professional Services with Freese and Nichols, Inc. relating to Phase I of the Utility Master Plan Updates and System Assessments Project via Resolution No. 4022.

The work for Phase I is ongoing and the Phase II work is now required to continue the Project as planned.  The proposed Agreement provides the services required for Phase II which includes four major components, as follows:

1. Water Master Plan Update Phase II:  Pipeline Risk Based Condition Assessment and Data Assessment - The deliverable includes a Technical Memorandum.

2. Certificate of Convenience and Necessity (CCN) Modification Assistance: Water and Sewer CCNs Amendments - Both CCNs need to be reviewed and updated which has not been done for several years.  Deliverables include updated CCN applications for submittal to the Texas Public Utilities Commission.

3. Water Quality Condition Assessment for the Knox Elevated Storage Tank: This work effort evaluates possible improvements for maintaining disinfection concentration levels in the northern portion of the water system.  A Technical Memorandum will be prepared which will include recommended CIP project(s).

4. Sewer System Evaluation Study (SSES) Prioritization Phase I:  Flow monitoring data review and prioritization - Flow monitoring data obtained during Phase I of the Project will be used to determine the appropriate field inspection techniques in areas of the sewer collection system having infiltration and inflow (I/I) and to develop and initiate an implementation plan.

The work required to complete Phase II of the Project is estimated to take 12 months.

Financial Impact:

The agreement for professional services will be funded from the Water System Capital Improvement Program fund with funding from the Water-Wastewater Utility Fund.
