Consider a resolution approving an Interlocal Agreement with Tarrant County, for the rehabilitation of portions of Knox Road, Ottinger Road, and Rapp Road; for the Public Works Department; and authorizing the City Manager to execute said agreement on behalf of the City of Keller, Texas.
Action Requested:
Approve a resolution approving the 2019 Interlocal Agreement with Tarrant County for the rehabilitation of portions of Knox Road, Ottinger Road, and Rapp Road.
Background:
As part of the approved FY 2018-19 budget, funding was allocated in the General Fund Street Maintenance Budget to provide roadway maintenance. Each year, depending on the availability of County forces, Public Works identifies streets for a collaborative effort with resurfacing effort with Tarrant County. The funds are transferred to the Street System Capital Improvement Project Fund for the 2019 Tarrant County Street Reconstruction Project.
The following locations were chosen for the joint 2019 effort and is consistent with the priorities established in the Pavement Maintenance Program:
• Knox Road from Roanoke Road to Vanderbilt Drive (~1,694ft).
• Ottinger Road from Manor Way to ~730ft north of Florence Road (~1,974ft).
• Rapp Road from Rufe Snow to Chapelwood Lane (~740ft)
• Rapp Road from Chapelwood Lane to South Wishing Tree Lane (~1,189ft)
These locations are shown on the attached Location Map. The Interlocal agreement is also attached for reference
As part of this partnership, Precinct 3 of Tarrant County agrees to provide the labor and equipment necessary for this work. The City of Keller in turn agrees to cover the costs of material removal, base preparation, new material, traffic control and ½ of the fuel required. The City’s estimated cost for these streets is approximately $300,000.
Financial Impact:
Sufficient funds were transferred from the FY 2018-19 General Fund Street Maintenance Budget to the 2019 Tarrant County Street Reconstruction Project in the Street System Capital Improvement Project Fund to pay for this activity. Utilizing the county manpower and equipment to resurface these streets, the city costs are expected to be $300,000.
