Receive an update on the Water Conservation Plan and Drought Contingency and Emergency Water Management Plan

Background:                     

The Texas Water Development Board (TWDB), the Texas Commission on Environmental Quality (TCEQ) and the current agreement to purchase wholesale water from the City of Fort Worth all require that the City of Keller update our Water Conservation Plan and the Drought Contingency and Emergency Water Management Plan every 5 years.  The current plans were last adopted in June of 2014.  These plans are required of any community that serves over 3,300 customers or has/will take loans from the TWDB.

The goals of the Water Conservation Plan is to reduce water consumption, reduce water loss, increase the efficiency of use and extend water supplies.  This is done through the monitoring and documenting of purchased water, water sold, water meter management, public education and coordination with regional water planning groups.

The purpose of the Drought Contingency and Emergency Water Management Plan is to establish short-term water savings during droughts or emergency conditions by maintaining supplies for domestic, sanitary and fire needs.  The goal is to minimize the adverse effects of drought or emergency conditions and to preserve the public health, welfare and safety.

The attached plans will be presented and discussed at the meeting which will also serve as the beginning of the required public review period.  Staff expects to return in two weeks for formal adoption of these plans via ordinance amendment of Article XIV of Keller Codes of Ordinance.
