Consider a resolution approving an Agreement for Professional Services with Kimley-Horn of Fort Worth, Texas; for the purpose of providing engineering design, relating to the Bear Creek Parkway and Whitley Road Round-a-bout project for the Public Works Department; and authorizing the City Manager to execute all documents relating thereto on behalf of the City of Keller, Texas.
Action Requested:
Consider a resolution approving a professional services agreement with Kimley-Horn for the design of the Bear Creek Parkway and Whitley Road Round- a-bout in the amount of $231,010.
Background:
The City’s Capital Improvements Program (CIP) includes improvements to the Bear Creek Parkway and Whitley Road intersection. In April of 2018 staff received forty eight statements of qualifications from engineering firms in response to the City’s general request for qualifications (RFQ). After extensive review of each submittal of those firms with round-a-bout design experience, staff determined that Kimley-Horn was the most qualified for this project. Staff then negotiated a proposal for design and construction services. The $231,010 design fee represents 25% of the estimated project cost of $925,000 included in the Fiscal Year 2018-19 Capital Improvements Program. A more refined construction project cost will be determined as part of this work. The scope of the professional services agreement, includes utility coordination, survey, public meeting coordination, subsurface utility exploration, right of way documentation, traffic analysis, limited construction services and materials testing.
Financial Impact:
The agreement for professional services will be funded from the Street System Capital Improvement Program fund with funding from the General Fund.
Citizen Input/Board Review:
Public meetings will be held once a conceptual layout is prepared.
Legal Review:
The City Attorney has reviewed and approved the proposed agreement.
