Consider a resolution ratifying staff action in response to an emergency repair of a thirty (30) inch jointly-owned water line with the City of Southlake and authorizing the City Manager to execute all documents related thereto on behalf of the City of Keller, Texas.

Action Requested:                     

Approval of actions taken and expenses incurred during emergency repairs of a jointly owned thirty (30) inch water line located adjacent to the intersection of Pearson Lane and Keller Parkway.

 

 

Background:                     

On January 20, 2004, the Cities of Keller and Southlake entered into a funding, construction and maintenance agreement for general benefit facilities and approved via resolution 2113. This includes the repaired 30” Alta Vista water line located adjacent to the intersection of Keller Parkway and Pearson Lane. This agreement includes language which allows for ongoing maintenance for existing and future water facilities as planned at the time and requires the City to participate in the operations and repairs of said facilities. For this water line repair project, the City of Keller is required to assume 50% of the repair costs, in an amount equal to $81,625.00.

On October 1, 2018, a leak on the line was detected, with the water line being taken out of service on October 2, 2018. The City of Southlake took the lead on repairs and hired a contractor to begin a leak investigation on October 11, 2018. The leak location was positively identified on November 14, 2018. Because of the complexity of the line failure, methods of repair were discussed between the staff of the two cities with a repair method being determined on January 3, 2019.

The City of Southlake awarded a contract to Wildstone Construction on January 15, 2019 for water line repairs. Construction on the water line began on January 28, 2019 and was completed, placing the water line back in service, on February 21, 2019.

During the entirety of the process, staff has continually updated the Council on progress related to the project and as these were emergency repairs without a definitive cost, was unable to take a specific resolution to the Council for approval. This resolution remedies that situation and brings the City into compliance with state purchasing laws and city guidelines.

 

Financial Impact:

Funding for these repair activities is provided within the Water & Wastewater Utility Fund, Water Distribution division.
