Consider a resolution approving Sciens Consulting to provide consulting services for the CAD, RMS, JMS, and Mobile Software Replacement Project for the Regional Partnership consisting of Keller, Southlake, Colleyville, Westlake, and Grapevine in the amount of $108,380 for Assessment and Planning services, Request for Proposal development, Vendor Evaluation and Selection, and Contract Negotiation.

 

Background:  

          

The Police Department’s CAD/RMS vendor, CRIMES, has failed to deliver on a NIBRS compliant system that was first guaranteed in calendar year 2017.  Due to the pending state and national deadline, we believe that to wait any longer on a CRIMES NIBRS compliant solution would put the City of Keller and our partner cities at risk of not meeting key deadlines relating to NIBRS compliance.  As a result, at the February 19, 2019 City Council meeting a resolution was presented and approved authorizing the City Manager to execute all required documents regarding the submittal of a Grant Application to the Office of the Governor, Public Safety Office, Criminal Justice Division for funding under the Texas Conversion to the National Incident-Based Reporting System (NIBRS) Program for FY2020.  Following the grant submission, the project expanded to include the City of Grapevine.  At the July 16, 2019 City Council meeting the City Council adopted the proposed FY 2019/2020 Keller Crime Control and Prevention District budget, which included funding for the City of Keller’s anticipated cost share of the CAD, RMS, JMS, and Mobile Software Replacement, to include consultant services.

 

The regional partnership unanimously agreed to utilize Sciens Consulting to provide the following services relating to the Regional CAD/RMS project: Assessment and Planning, Request for Proposal Development, Vendor Evaluation and Selection, and Contract Negotiation.  Sciens Consulting will provide these services at a cost of $108,380, which will be shared between the City of Keller, City of Southlake, City of Colleyville, and City of Grapevine.  Each city will be responsible for contributing $27,095 for the consulting services provided by Sciens Consulting.  It should be noted that Sciens Consulting provided a price quote for additional services relating to the Implementation and Implementation Support; however, the partner cities have elected to determine the need for such services once a vendor and system has been selected.

Financial Impact:

 

The total cost for this consulting agreement is $108,380 of which the City of Keller would pay $27,095 from the Keller Crime Control and Prevention District sales tax.

Citizen Input/Board Review:

    

The Keller Crime Control and Prevention District Board of Directors allocated funding for consulting services relating to this project in the FY 2019/2020 KCCPD Budget, which was approved by the City Council on July 16, 2019.
