Action Requested:                     

Conduct a public hearing and consider an ordinance amending the Fiscal Year 2018-19 Annual Operating Budget for the City of Keller, Texas.

 

Background:                     

The City Council adopted the Fiscal Year 2018-19 budget on September 18, 2018.  Typically, staff brings forth budget amendments during the year as part of the expenditure monitoring process. The amendments usually represent additional expenditures that were not included in the budget and are proposed for consideration by the Mayor and City Council. 

The proposed amendments will impact the General Fund, the General Government/Facilities Capital Improvement Projects (CIP) Fund, the Pointe Fund, the Self Insurance Fund, the Street System CIP Fund, the Water-Wastewater Bond Fund, and the Water-Wastewater System CIP Fund.  The amendments are discussed in detail in the Financial Impact section.
                     
Article VIII, Section 8.13 of the Keller City Charter requires a notice and public hearing, along with subsequent Council action, in order to amend (increase) the budget.  The required public notice was published in the Fort Worth Star-Telegram on September 6, 2019.

                     

Financial Impact:


The proposed amendments include:

General Fund (100) proposed amendments (Total Increase $22,000):

Up to $1,000,000 - To be transferred to the Self-Insurance Fund and funded through salary savings.

$22,000 - To be increased and transferred to the Street System CIP for city grant match and additional engineering costs for the Signal Timing Grant.

Facilities/General Governmental CIP (105) proposed amendments (Total Increase $855,500):

$855,500 - Increase in transfer-in from Pointe fund.

$855,500 - Increase related to indoor pool HVAC system replacement at the Pointe.

Self-Insurance Fund (129):

Up to $1,000,000 - To be transferred from General Fund salary savings and will be “seed” money for a future self-insurance fund.

Pointe Fund (125) proposed amendments (Total Increase $205,500):

$205,500 - Increase in indoor pool HVAC replacement costs.

$855,500 - Transfer-out to the Facilities/General Government CIP fund for replacement of indoor pool HVAC replacement.

Street System CIP (170) proposed amendments (Total Increase $50,000):

$115,760 - Increase in transfer-in from General Fund and grant funds for Signal Timing Project.

$115,760 - Increase Signal Timing Project related to engineering/design costs and grant expenditure costs.

Water-Wastewater Bond Fund (204) proposed amendments (Total Increase $7,235,000):

$7,235,000 - Increase and transfer-out of bond funds to the Water-Wastewater System CIP Fund for Alta Vista Pump Station and Transmission Main projects.

Water-Wastewater System CIP (206) proposed amendments (Total Increase $265,705):

$265,705 - Increase in transfer-in from Water-Wastewater Bond fund related to 2019 Certificates of Obligation issuance.

$265,705 - Increase in construction cost of Alta Vista Transmission Main.
