Action Requested:                     

Approve a resolution authorizing the City Manager to execute an Agreement not to exceed $100,000 with Hardin & Associates Consulting, LLC for the performance of customer service inspections (CSIs). 

 

Background:                     

On August 25, 2015, the City of Keller was issued a Notice of Violation (NOV) by the Texas Commission on Environmental Quality (TCEQ) for managing an ineffective Cross Connection Control Program.  A Cross Connection Control Program is designed to protect the drinking water supply from contamination due to backflow.  To resolve the violation, the TCEQ instructed and Keller agreed to re-evaluate its program and perform CSIs of establishments connected to city water to confirm that no health hazard to the public exists. 

In 2016, Hardin and Associates was selected based on subject matter qualifications. The proposed Agreement with Hardin & Associates Consulting, LLC is to conduct the CSIs and to maintain the city’s commitment to TCEQ in establishing an effective Cross Connection Control Program.

To date, 1,187 CSIs of existing non-residential and 577 of residential properties have been completed.  These numbers represent initial inspections and re-inspections.  City staff has identified that there are 1,476 of residential properties remaining to be inspected.  On average, 54 of residential inspections per month have been conducted by the third party contractor. 

 

Financial Impact:

For FY 2019-20, the Public Works Department has budgeted $100,000 to continue inspecting the relevant residential properties.  This is currently included in the FY 2019-20 Proposed Budget and will be taken from the Water and Wastewater Utility Fund.
