Consider a resolution adopting the HART InterCivic Verity System version 2.3.1 as the voting system to be used for all forms of voting in the City of Keller.

Action Requested:

It is requested that the City Council adopt the HART Intercivic Verity system v. 2.3.1, as the voting system for the City of Keller to be used in accordance with the terms and conditions specified in the certification order issued by the Texas Secretary of State, for all forms of voting in the City of Keller, including election day voting at polling locations, early voting in person, early voting by mail, and provisional voting.

 

Background:

Tarrant County upgraded their voting equipment to HART InterCivic Verity Hybrid system <https://www.hartintercivic.com/product/verityduo/>, which is demonstrated in this video <https://www.youtube.com/watch?v=tTZFmdDgRko&feature=youtu.be>.

 

Why the change? The following quote is from Heider Garcia, Tarrant County Elections Administrator:

 

“Tarrant County had identified the need to upgrade the voting technology years ago, to address growing concerns around the security and transparency of our elections. The new technology provides the latest information security methods and techniques available in the market, together with a paper trail for every voter. In addition, this new technology allowed the County to join the Countywide Polling Place Program (Vote Centers), making voting a more convenient and accessible process for our constituents”.

 

Pursuant to Texas Election Code § 123.001. Adoption of Voting System Required, Before a voting system may be used in elections, the authority designated by this section, by resolution, order, or other official action of the authority, must adopt the system for use in the elections.

 

On August 27, 2019, The Commissioners Court adopted the new voting system to be used for all forms of voting in Tarrant County.

 

It is now necessary for the City Council to formally adopt the HART InterCivic Verity System as the voting system to be used for all forms of voting in the City of Keller, starting with the November 5, 2019 election.
