Action Requested:                     

Consider a resolution authorizing the City Manager to execute an agreement between the City of Keller and Flow Line Utilities, Inc. for improvements to Bear Creek Park in the amount of $119,141.

 

Background:                     

Staff was directed to coordinate a design and construction project to add an additional restroom and storage building on the west end of Bear Creek Park. The restroom and storage building was purchased and is currently in the process of being installed. Additional improvements to be made include the connection of a sanitary sewer and water line to the new restroom facility, along with connection of the adjacent sidewalks to the park trail system.

A design was developed by the engineering firm of Thomas Hoover Engineering, LLC, and issued for competitive bidding in August, 2019. Eight bids were received on September 10, 2019 with Flow Line Utilities, Inc. of Dallas, Texas submitting the lowest bid meeting specifications. Both the site layout and bid summary are attached for review.

 

Financial Impact:

The additional restroom project was budgeted and approved by the Keller Development Corporation in the amount of $240,000 and has been on the CIP list of projects since 2018. The cost of the building itself was $201,917.77. Design and Engineering Services for the water and sewer connections were $13,500. The electrical connections were $3,000. An asbestos survey was performed on the existing storage building for $534.

The bid to connect the sewer and water lines from Flow Line Utilities, Inc. is for $119,141, bringing the project total to $338,092.77. Additional funding of $98,093 will be provided from the Parks Capital Improvement Fund interest income and a future budget amendment will be required to allocate the interest income to the project.

The design was presented to, and unanimously approved by, the Keller Development Corporation.

Standard bid specifications and contract format was reviewed and approved by the City Attorney.
