Action Requested:                     

Consider a resolution awarding a contract for construction of the Water System Capital Improvements Plan - Phase 1 project to North Texas Contracting, Inc. of Keller, Texas in the amount of $2,667,155.

 

Background:                     

On May 3, 2016, Council approved Resolution No. 3745 authorizing a loan application to the Texas Water Development Board (TWDB) for State Water Implementation Funding (SWIFT) for the construction of water system improvements in the amount of $12,180,000.  On August 16, 2016, Council approved Resolution No. 3794 for a financing agreement with the TWDB based on the issuance of Certificates of Obligation for repayment of the loan.

The Water System Capital Improvement Plan was finalized in October 2017 which identified multiple phased projects to replace old, deteriorating water mains and services throughout the City.  The design for the Phase 1 projects was completed in 2018 and authorized by the TWDB for construction in mid-2019.  City Council approved Resolution No. 4090 on February 5, 2019, which provides authorization of the competitive sealed proposal method as the best value project delivery method for the Water System Capital Improvements Plan - Phase 1 project.

The project consists of the replacement of approximately 13,300 linear feet of 8-inch diameter water main by various methods of construction such as open trenching, pipe bursting and horizontal directional drilling.  The work also includes water service replacements and associated asphalt and concrete pavement repair.  A Location Map for the project is attached.

On September 18, 2019 five (5) competitive sealed proposals were received.  A compliance check of each proposal revealed two (2) proposals were nonresponsive to the Request for Competitive Sealed Proposals and were therefore not evaluated.  Based on evaluations of the responsive proposals, staff recommends North Texas Contracting, Inc. provides the best value and be awarded a contract in the amount of $2,667,155.00.  A Summary of Proposal Evaluations is attached.  Construction is to be substantially complete within 240 calendar days from notice-to-proceed. 

 

Financial Impact:

Financing of the project is available through the Texas Water Development Board’s State Water Implementation Fund (SWIFT) loan program which is repaid by the City via Certificates of Obligation. This project was approved as part of the 2016-17 budget.
