Consider a resolution awarding a contract for construction of the Annual Sanitary Sewer Replacement project to LeeTech Solutions, LLC, of Aledo, Texas, and authorizing the City Manager to execute all documents relating thereto on behalf of the City of Keller, Texas.
Action Requested:
Consider a resolution awarding a contract for construction of the Annual Sanitary Sewer Replacement project to LeeTech Solutions in the amount of $315,556.00.
Background:
This project is the annual Sanitary Sewer Replacement project to replace existing sanitary sewer lines that are beyond their useful service life, have a high maintenance history and/or are of non-standard material. The lines included in this project, on Linda Street, Marsha Street, Pearl Street and US Hwy. 377, are six-inch (6”) diameter clay tile pipe and have numerous cracks, joint separations and root intrusion.
Additionally, the Texas Commission on Environmental Quality (TCEQ) and the United States Environmental Protection Agency (EPA) monitor sanitary sewer leaks and overflows and can issue fines in the absence of such programs. City staff actively manages a sanitary sewer replacement program that replaces sanitary sewer lines that are beyond their useful service life, have a high maintenance history and/or are of non-standard material.
On October 23, 2019, six (6) qualifying bids were received at Keller Town Hall for this project. A bid summary is attached showing the bid amounts. City staff, with the help of an engineering consultant, reviewed the bid, and qualifications of the low bidder and recommends LeeTech Solutions, LLC of Aledo, Texas be awarded the base bid plus the alternate bid in the amount of $315,556.00. The project is expected to take 120-150 days to complete and is not expected to start until after the first of the year to avoid holiday disruptions.
Financial Impact:
Funding is available in the Water-Wastewater System Capital Improvement Project Fund with funding provided from the Water/Wastewater Fund.
