Action Requested:                     

Consider a resolution approving a professional services agreement with IMS Infrastructure Management Services for the purpose of conducting a comprehensive street condition inventory with options for ongoing technical support in the amount of $110,917.

 

Background:                     

This work is included in the approved FY 2019-20 budget for a comprehensive street condition inventory and optional ongoing technical support in order to develop and implement a 5-year capital improvement plan for streets requiring heavy maintenance or reconstruction (Attachment “A”). Technical support may be provided by IMS, pending future budget appropriations, in order to provide for ongoing Pavement Management System (PMS) updates after the initial condition assessment.

The City has previously contracted with IMS in 2005, 2010 and 2015 for the comprehensive street condition inventory. IMS continues to be an industry leader in collecting and analyzing data in their field.  Staff currently uses the pavement condition index ratings from the 2015 report prioritize streets for annual overlay or reconstruction activities. The new contract will include driving all concrete and asphalt streets in the City with a vehicle that is outfitted with instrumentation to record the surface condition, rutting, roughness, and the location by Global Positioning System (GPS) coordinates. Upon conclusion of the mobile field data collection, a final report with all the street segments listed with their Pavement Condition Index (PCI), and an overall analysis of the City’s street network will be provided.

Over the last five (5) years, the IMS Infrastructure Management Services report has proved to be a valuable tool to help the city staff maximize the impact of funds budgeted by the City Council for the street maintenance program. 

Financial Impact:

This project will be funded from the Street Improvement Fund CIP Fiscal Year 2019-20 budget with funding provided by the Street Maintenance Fund.
