Background:                     

The City of Keller adopted the multi-jurisdictional Tarrant County Hazard Mitigation Action Plan, June 2015, on June 21, 2015. The proposed Tarrant County Hazard Mitigation Action Plan, January 2020 will replace the City’s current plan if adopted.

It is a FEMA requirement that local jurisdictions develop and adopt a strategy for mitigation of local hazards that might occur in order to participate in federal grant programs for disaster planning and relief.

The purpose of developing the Tarrant County Hazard Mitigation Action Plan, January 2020 has three major objectives: (1) to identify the risks and vulnerabilities to the community from natural, man-made, and technological disasters; (2) formulate a plan of action to reduce potential damage and loss of life due to these disasters; and (3) allow opportunities for grant funds for existing or future mitigation action items specified within the plan.

The proposed Tarrant County Hazard Mitigation Action Plan, January 2020 is currently considered by the State of Texas and FEMA as “Approvable Pending Adoption”. Each participating jurisdiction is required to approve and adopt the plan at the local level prior to receiving final approval. If the City does not adopt the Tarrant County regional plan, it will be required to create its own plan.

The cost of the plan development was incurred by the North Central Texas Council of Governments (NCTCOG) through grant funding with Keller’s required match portion of $2,562.50. Keller’s share was met through the use of an in-kind match consisting of city staff hours participating in the plan development process which totaled 132.5 staff hours and an in-kind match value of $4,625.41.

 

Financial Impact:

Adoption of the plan and the mitigation strategies specific to the City of Keller does not commit the City to expending funds.

Citizen input was solicited through advertised Public Meetings in 2018 as part of the plan development process.
