Action Requested:                     

Approve an amendment to the Humane Society of North Texas Management Services Agreement relating to services provided.

 

Background:                     

In 2013 City Council approved the Management Services Agreement (Resolution No. 3426), with the Humane Society of North Texas, a 501(c) (3) non-profit corporation, for the management of the Regional Animal Adoption Center. The City of Keller currently utilizes three part time kennel techs to maintain the City’s Animal Control Kennels 7 days a week. The City has consistently struggled to fill the three part time kennel tech positions due to high turnover, and the service demand is greater than three part time positions can provide. The amendment to the Agreement will eliminate the three City part time positions and shift the funding for those to annual payments made directly to HSNT for two full time HSNT employees. This increases service levels without adding new positions to the City’s budget.

 

Financial Impact:

The city’s total obligation will be $56,550 for the two full time positions which will be funded thru the current budget for the three part time City positions.  There is minimal budget impact for this change any increase should be covered by departmental savings.

 

Citizen Input/Board Review:                     

The City of Keller Animal Advisory Board is aware and supports this amendment.

The proposed amendment has been reviewed City Attorney.
