Consider a resolution authorizing the City Manager to execute an Interlocal Cooperation Agreement with Tarrant County for Municipal Direct Expense Funding.

On May 12, 2020, the Tarrant County Commissioners Court approved the distribution of CARES Act Coronavirus Relief Funds (CRF) to Tarrant County Cities using the state’s distribution guidelines.  The Commissioners Court approved a $55 per capita municipal CRF funds distribution to the cities for REIMBURSABLE expenses related to COVID-19 for the period of March 1 - December 30, 2020.  This is a reimbursable program and cannot be used for shortfall of revenue. 

 

Based on the population of the City of Keller (45,090) the County will grant and transfer to the City the sum of $2,479,950.  The City may use the funds to reimburse itself for allowable COVID-19 expenditures already paid and incurred, and for expenditures to assist the City of Keller with its ongoing responses to COVID-19 as detailed in the CARES ACT.  Funds not spent shall be returned to the County. 

 

Examples of some of the eligible expenses for reimbursement under the CARES ACT includes payroll expenses for public safety whose services are substantially dedicated to mitigating or responding to the COVID-19 public health emergency, personnel protection equipment, signage, attorney fees, and disinfection supplies/services. There is also a provision for reimbursement related to the provision of grants to small businesses
